A decree was published in the Official Journal of the Federation on March 27, 2020, declaring that certain extraordinary actions be permitted, among which is the ability of the Department of Health to acquire all kinds of goods and services, nationally or internationally, such as medical equipment, diagnostic agents, surgical and healing materials, hygiene products, and all kinds of merchandise and items that are necessary to deal with the COVID-19 situation, without the need for public bidding. Similarly, another extraordinary action may be the importation and domestic acquisition of the aforementioned goods and services without the need to go through any administrative procedures.
